RCNI Press Release 17 November 2005

New toys for gardai must be matched with increased ongoing training

The Rape Crisis Network Ireland (RCNI) in welcoming the investment in equipment for Gardai, points out that ongoing training and specialisation, of which there is no mention in the estimates, is crucial to ensure high levels of detection and conviction.

Fiona Neary, RCNI Executive Director said, ‘in our experience the detection and gaining of convictions in crimes of sexual violence is not so much dependent on rafts of new (expensive) technology, so much as skilled and competent Garda Siochana.

What we would very much welcome from the Minister and the Gardai following the announcements in the estimates, is a commitment to, and the identification of resources, which can deliver sufficient specialist training for an Garda Siochana.

Looking to the future, overturning Ireland’s appalling rates of conviction for sexual violence crimes and bringing the Irish police force into the 21st century, will require more than technology; rather Garda expertise and specialisation is essential. This can only be achieved through an investment in initial and ongoing specialist training and the resourcing of dedicated Specialist Officers and Specialist Detectives.

Amongst other benefits these specialist Gardai would then have the time to systematically deliver the required on-going liaison with victims during the investigation stage and while waiting for any pending court cases.’
