RCNI Press Release 27 January 2009

RCNI concerned at HSE lack of action on management of sex offenders’ system

Rape Crisis Network Ireland (RCNI) expresses deep concern at NOTA research findings and calls on the HSE to immediately implement National Standards in the assessment and management of sex offenders.

Fiona Neary, RCNI Director said, ‘current failures in the assessment and management of sex offenders are resulting in a serious risk to children as sex offenders who pose a major risk to children continue to be inadequately assessed and managed. Sentencing in sex offender cases is being influenced by “risk assessments” which may have no value and which may in fact be entirely mis-leading.

‘We are shocked that the HSE has not already addressed such a dangerous situation as we understand Alan Corbett’s initial findings were made available at a conference in May which the Minister for Children attended and the budgetary requirements are far from excessive.

‘NOTA has done a great service in providing the data for the HSE, the situation must be addressed with the greatest urgency.’

Notes:
• The RCNI is the national Rape Crisis Sector body, which provides a voice for survivors and is a catalyst for social change towards a society free from abuse.
• NOTA annual conference, 16th May, Closing the Gap: The provision of Assessment and Treatment for Children, Adolescents and Adults Who Exhibit Sexually Harmful Behaviours, opened by Minister Andrews, included a keynote speech from Alan Corbett (Forensic Psychotherapist), ‘Presentation of NOTA Research – Mapping & Analysis of Current Services & Resources in Ireland’.
