Rape Crisis Network welcomes Minister Andrews Implementation Plan in response to the Ryan Report,
and acknowledges that it is strong on specific commitments and actions.
Executive Director Fiona Neary welcomed the plan and commented the Plan is in keeping with what the citizens of Ireland want in the full awareness of the extent of the atrocities brought to light by the Ryan Report. The Minister today recognised that words alone are not enough and this plan makes solid commitments which will directly increase child protection and child safety. Child protection requires adequate resources and this plan includes the allocation of dedicated resources in a number of key areas, including social work services.
The recent Ombudsman for Children investigation into the HSE handling of the Child Protection Audit of Catholic Church Dioceses, coupled with recent incest cases, have raised questions about the HSE capacity to implement child protection. The appointment of a senior manager in the HSE with sole responsibility for children and family services could make a significant difference.
We welcome the recognition of the particular vulnerability of children with a disability and separated children seeking asylum, and the commitment to provide independent inspection of residential facilities within a named timeframe.
The religious orders have now missed two deadlines for presenting the Government with the financial audit required to assess a further significant financial contribution by them. The Rape Crisis Network is dismayed that the Minister did not take the opportunity today to update the public on this matter. These orders remain expert at prioritising the defence of their institutions at all costs. It is therefore vital that the Government achieves full accountability and does not in any way collude with continued delay.
